PART 1 CHARGES PAYABLE BY VESSELS

1 STEVEDORE CHARGES

  1. Stevedore charges in respect of cargo loaded or discharged shall be payable as follows :-

    The grouping of dangerous goods shall conform to the Kuantan Port Authority By-Laws 1980 (First Schedule – List of Dangerous Goods). Any cargo not listed above shall be considered as general cargo.

  2. Requisition for stevedore services shall be made as follows :-
    FIRST SHIFT WORKING :-
    Not later than 1000 hours on the preceding day for work to be performed on normal working days, Sundays or on public holidays.

    SECOND AND THIRD SHIFTS WORKING :-
    Not later than 1000 hours on the same day for work to be performed on normal working days
    Not later than 1000 hours on the preceding day for work to be performed Sundays or on public holidays.

  3. Late requisition for stevedore services, if accepted, shall be payable as follows :-

  4. Requisition for the services of additional stevedore personnel shall be payable as follows :-

  5. Standby stevedore charge shall be payable as follows :-
    1. Standby stevedore charge shall be payable for stevedore services ordered and not used.
    2. Standby stevedore charge shall commence when stevedore services are ordered from the beginning of the shift to the time they are used including any period of work stoppage or period where stevedore services are engaged in non-cargo works.

2 SUPPLY OF POTABLE WATER

The supply of potable water shall be subjected to a minimum charge of RM 100.00 per vessel except for barges.

  1. The supply of potable water to vessel shall be payable as follows :-

    Labour charges for the supply of portable water to vessels are charged at RM 30.00 per request.
    Labour charges for the supply of portable water to barges are waived.

3 HIRE OF TELEPHONE

  1. The hire of a telephone on board a vessel at a wharf shall be payable as follows :-

4 SORTING CHARGES

  1. Sorting charges shall be payable on cargo discharged under mixed mark as follows :-

5 LATE SUBMISSION OF MANIFEST

  1. Late submission charge shall be payable on manifests submitted late as follows :-

    1 More than seven (7) days upon the departure of vessel 100.00

    NOTE: The prescribed period shall include Sundays and public holidays.

6 HIRE OF RUBBISH BIN

  1. Requisition for the hire of rubbish bin shall be payable as follows :-

    NOTE: Indiscriminate dumping of rubbish shall be payable at RM 100.00 per offence.

7 HIRE OF GANGWAY

  1. Requisition for the hire of gangway, if accepted, shall be payable as follows :-

9 TOWAGE OUTSIDE THE PORT LIMITS

  1. Towage charge shall be payable when a tug is hired outside the Port Limits from the time the tug leaves the Tug Station to the time it returns to the Tug Station as follows :-

PART 2 GENERAL CHARGES

10 STORAGE RENT ON TRANSHIPMENT CARGO

  1. The storage charges on transhipment cargo shall be payable as follows :-

14 STORAGE RENT ON DAMAGED CARGO

  1. The storage charges on damaged cargo shall be two (2) times the normal rates for the relevant category, with effect from the date of the advice given by the Authority to the consignee or shipper or his agent.

15 STORAGE RENT ON VALUABLE CARGO

  1. The storage charges on valuable cargo shall be three (3) times the normal rates for the relevant category.

16 STORAGE RENT ON CONTAINERISED CARGO

  1. The storage charges on containerised cargo stored in the container yard shall be payable as follows :-

17 MONITORING SERVICES FOR DANGEROUS GOODS IN CONTAINER

  1. The monitoring services on Dangerous Goods container stored in the container yard shall be payable as follows :-

    NO DANGEROUS GOODS CONTAINER / ISO TANKS UP TO 20 FT. IN LENGTH [ RM ] OVER 20 FT. IN LENGTH [ RM ]
    1 Safety monitoring services
    (a) Group I Dangerous Goods RM 245.00 per hour or part thereof

    Notes:
    The grouping of dangerous goods shall conform to the Kuantan Port Authority By-Laws 1980(First Schedule – List of Dangerous Goods).
    The charges for safety monitoring services of Group I Dangerous Goods shall be inclusive of the provision of a fire engine, a senior fire officer and four (4) junior fire officers.

18 REEFER CONTAINER SERVICES

  1. The charges for reefer container service shall be payable as follows :-.

19 REMOVAL CHARGES

  1. Import cargo not delivered up to three (3) days from the day of the completion of discharge shall incur a removal charge as stated below :-
  2. Export cargo -For removal of cargo from its originally landed location to another location when necessitated.-

20 FIRE SERVICES

20.1 The charges for fire services shall be calculated for any fire engine, fire fighting vessel, equipment or personnel in attendance from the time they leave station to the time of return to station.
20.2 The basis for charging shall be per person or per unit basis, whichever applicable
20.3 A fire fighting unit may consist of the following :-

    NOTE:
    Fire Fighting Unit on land or at sea services shall be subjected to a minimum charge of four (4) hours per fire fighting unit.
    The above prescribed rates are also applicable to operations at sea for anti-pollution, salvage operations and rendering assistance to vessels in distress.

  2. The charges for the deployment of fire engine, equipment or personnel shall be available as follows:-

    The above services shall be subjected to a minimum charge of four (4) hours per personnel or equipment. Charges for public holiday will be two (2) times the above rate.
    The above prescribed rates are also applicable to operations at sea for anti-pollution, salvage operations and rendering assistance to vessels in distress.

  3. An additional charge shall be payable for any detergent, dispersant, machinery and appliance used and the storage of such material.

21 PORT PERSONNEL SERVICES

  1. The charges for port personnel services shall be payable as follows :-

    NOTE

22 SECURITY SERVICES

  1. The charges for the services of security personnel shall be payable as follows :-

    NOTES
    Security services shall be subjected to a minimum charge of four (4) hours per personnel, whichever is higher. Charges for public holiday will be two (2) times the above rate.
    The above services do not include the use of the Authority’s vehicles and motorcycles which shall be additionally charged.

23 WEIGHING CHARGES FOR ROAD VEHICLES

  1. When road vehicles (whether or not carrying cargo) are weighed, the charges payable as follows :-

24 SURVEYS

  1. Where the Authority is required to carry out surveys on behalf of vessels, consignees, shippers, or any other interested party, a survey fee shall be payable as follows :-

25 ISSUANCE OF ANNUAL PASSES AND RENEWAL

26 SUPPLY OF WATER FOR WHARF CLEANING PURPOSES

27.1 The charges for ambulance services shall be calculated for the time the ambulance leave its station to the time of return to station.
27.2 The basis for charging shall be per unit of ambulance.

  1. The charges for ambulance services shall be payable as follows :-

    NOTE
    Ambulance services shall be subjected to a minimum charge of RM 50.00.

28 SUPPLY OF NITROGEN

  1. The charges for the services for the supply of nitrogen shall be payable as follows :-

  1. The charges for hiring of crane for dry bulk cargo shall be payable as follows :-
